תרבות עסקית

התרבות העסקית באינדונזיה שונה מזו במערב. עסקים דומים יותר למשחק שחמט מאשר למירוץ סוסים. פיתוח מערכת יחסים חיוני על מנת להשיג נגישות והצלחה. כמו במדינות אחרות, יתכן שיותר חשוב את מי אתה מכיר מאשר מה אתה יודע. חברות זרות תעשנה טוב אם ימצאו שותף מקומי אמין שיעזור להן להגיע לנגישות. קשרים של השותפים יכולים לסייע לסגור חוזים. מומלץ להגיע לאינדונזיה ולפגוש פקידי ממשל בכדי להראות עניין. בעסקים עם המגזר הממשלתי התחלו לעבוד עם המחלקה הרלוונטית ותתקדמו לממונים – אל תפנו ישירות לממונה. חשוב לפתח קשרים לכל אורך הדרך. בדרך כלל לממשלה אין העדפות כלפי מדינה מסויימת אך בכל הקשור לישראל יש יחס שונה שדורש התנהלות דיסקרטית, לגופו של עניין. במהלך המו”מ תהיו ערים לאופי הבלתי פורמלי ולחשיבות מערכת היחסים.

עסקים נסגרים לעתים קרובות על מגרש הגולף או על ארוחה (לרוב ארוחת בוקר). ארוחות ערב משמשות לחברה ולפיתוח מערכת היחסים. אינדונזים ממוצא סיני בולטים בקהילת אנשי העסקים והם לרוב יותר פורמלים. פגישות עמם נוטים להיות יותר ממוקדים על עסקים. הסביבה העסקית וניהול המו”מ לרוב בלתי פורמלים – כתוצאה ידידות וגמישות עדיפות לחוזה כתוב. חוזים נחשבים לקשיחים מידי ויש לשקול בחיוב סטיות מחוזים חתומים. לעתים פרטי התכנים של העסקה או של המו”מ עשוים להשתנות ויתכן שמגיעים למצב בו לא ברור עם המו”מ הסתיים. שווה להיות מאופקים, נחושים וסבלניים.

BUSINESS CULTURE

The culture of business in Indonesia is different than in the West. Business in Indonesia is more like a chess game than a horse race. Relationships are essential to access and success. As in other countries, it may be more important who you know than what you know. Foreign companies will do well to find a reliable local partner who can help getting access.  Connections of your partners could also help seal  deals. Travel to Indonesia and meetings with government officials are recommended to show continued interest. When dealing with the government, start with the relevant department and work your way to the top, rather than go straight to the man in charge. Building relationships along the way is essential. In general, the government tends to strike a balance by awarding contracts to different countries although business with Israel is another game altogether and needs to be addressed discretely and with utmost care. In negotiation, be prepared for their informal nature, but be mindful of the importance of the relationship.

Business is often done on a golf course, or over a meal, possibly breakfast. Dinners are common for socializing and further developing relationships. Indonesians of Chinese descent are prominent in local business, tend to be slightly more formal and meetings with them are  more focused. Generally the business environment and negotiations tend to be informal and fluid, and friendship and flexibility may override contractual agreements. Contracts are considered rigid, and deviations from a contract should be considered. Parameters of the deal or negotiations may shift, and it may not be clear when deliberations have been completed. Patience and quiet persistence are rewarded.

זמן

זמן נחשב באינדונזיה לבלתי מוגבל, גישה המעודדת קצב איטי בכל תחומי החיים. אינדונזים אינם ממהרים ואף מתייחסים לזריזות כחוסר נימוס. אינדנונזים מבצעים את מה שניתן לבצע ולא נצמדים ללו”ז או תוכנית קשיחה. לפיכך, גמישות וסבלנות הן תכונות קריטיות להצלחה. דברים משתנים עם הזמן וכלום לא ניתן לחיזוי.  באינדונזיה מעודדים ומכבדים מו”מ ממושך ומומלץ להיות סובלניים ומוכנים לתהליך איטי ומתמשך.

TIME
Time is considered limitless in Indonesia, encouraging a leisurely pace in all walks of life. Indonesians do not hurry, but rather see hurrying as impolite.  Indonesians do what is achievable rather than follow rigid schedules. Therefore, flexibility and patience are critical to success. Things change with time, and nothing is predictable.  In Indonesia, drawn-out bargaining in negotiations is respected and encouraged and one should be patient and prepared for a slow process.

מערכות יחסים

מערכות יחסים איתנות חשובות לביצוע עסקים מוצלחים באינדוזניה. מערכות היחסים הינם בסיס לידידויות כאשר הבנה ותמיכה הדדית הם מרכיבים מרכזיים להצלחה ארוכת טווח. פיתוח ובניית מערכות יחסים וקשרים עסקיים נעשית בדרך כלל באמצעות הכרויות על ידי צד שלישי. טיפוח ואחזקת מערכת היחסים לטווח ארוך דורש כבוד הדדי והרמוניה בין השותפים.

RELATIONSHIPS
Strong relationships are essential to successful business ventures in Indonesia. Relationships are the basis for friendships and understanding and caring are necessary ingredients to long-term success. Developing and building relationships and business contacts is generally done through introductions. Nurturing and keeping the relationship over a long period calls for mutual respect and harmony between the parties.

הרמוניה

התנגהות המקובלת בין אינדונזים כוללת וויתור וכבוד הדדי, נימוס, שיחה ושמירה על קונצנסוס על מנת ליצור הרמוניה. אינדונזים נמנעים מסיכסוכים גלויים ותוקפנות.  קבלת ההחלטות מתבצעת באמצעות קונצסוס בלתי פורמלי ונמשכת לעתים זמן רב במיוחד כאשר קשה להשיג אותו. על מנת למנוע מבוכה, מידע מועבר לעתים באופן סלקטיבי. על רקע זה, מידע עסקי לעתים לא מעודכן ויתכן שיש צורך באמץ מיוחד על מנת להגיע למידע עדכני. על מנת לשמור על אוירה נעימה לעשיית עסקים כבדו את המארחים האינדונזים על ידי התעניינות בתרבות הלאומית שלהם, בשפתם וכו’.

HARMONY

The accepted code of behavior among Indonesians embraces mutual deference and respect, restraint, politeness, discussion, and consensus in order to produce harmony. Aggressiveness and conflict are to be avoided. The decision-making process  is done by informal consensus and often slow in particular when consensus is difficult to reach. In order to avoid embarrassment, information is at times passed on selectively. Thus, business information may not be current, and it may be necessary to spend extra efforts to be up to date. In general, to maintain an atmosphere conducive to business respect your Indonesian hosts by showing interest in their national culture, language, etc.

מתנות

מקובל לתת מתנות באינדונזיה. רצוי להשאיר תחום זה לטיפולו של השותף המקומי שידע יותר טוב מה לתת למי ומתי. מתנות חשובות על מנת לסגור עסקה. הן ניתנות לרוב אחרי תחילת המו”מ אך זמן מה בטרם סיומו.

 

GIFT GIVING

Gift giving is common practice in Indonesia.  This is an area that should be left to your local partner, who will be more knowledgeable about what to give to whom and when. Gifts are important when sealing a deal. They are usually presented after the negotiation begins, but well before their conclusion.

נורמות חברתיות

החברה האינדונזית הירכית ומסודרת בשכבות. החלטות מתקבלות למעלה  על ידי ההנהלה (אך בקונצנסוס) ומכובדות על ידי העובדים/פקודים. חיי משפחה חשובים וכיבוד הזקנים ומנהיגים פוליטים או חברתיים חודר עמוק לכל תחומי החיים.

המבנה הארגוני והאנטומיה של העסקים באינדונזים עשוים להראות רגילים למדי בעיני הצופה המערבי, אך חייבים להביט אל מעבר למבנה הארגנוני על מנת להבין איך הארגון או העסק פועל בפועל. לעתים השפעתו של עובד חורגת מהותית מתפקידו או מעמדו הרשמי.

מעבר לנושא המשפחה, כוח הקהילה הוא מרכזי  עבור האינדונזים. הוא הבסיס לתרבויות האתניות השונות הרבות באינדוזניה. מחויבות חברתית חשובה בקהילה. עזרה הדדית הינה עקרון. רווחה כללית הינה בגרעין של כל הפעילות העסקיות והממשלתיות. רווח חומרי בא אחר כך. רוב העסקים יעשו באי ג’אבה עם ג’אבנזים או אינדונזים ממוצא סיני אך רצוי שתכירו בקבוצות האתניות השונות כי כמו במקומות אחרים, הם נוטים להיות מקושרים בינהים. ג’אבנזים מוכרים כשולטים בביטוי רגשותיהם והעמימות שנוצרת שומרת על ארשת פנים, בעת הצורך. . הם לא אוהבים להגיד “לא” (האמת היא שאין מילה “לא” בשפה האינדונזית) ויעדיפו להגיד “טרם” (בלום באינדונזיה). חשוב לנסות להבין את האינדונזי שעומד מולך אך לא פחות חשוב להיות ערני ומודע להתנהגות שלך.

SOCIAL NORMS

Indonesian society is stratified and hierarchical. Decisions are made at the top (but by consensus) and are respected by those not in authority. Family life is important and respect for elders and political or social superiors transcends into all areas of life.

While organizational charts or anatomy of Indonesian business may appear standard to the Western eye, one must look beyond the structure of the organization to see how it really operates. Frequently,  the actual influence of individuals may not be reflected in their formal positions.

Beyond family, the power of community is essential to Indonesians. It underlies the diverse cultures of the many local ethnic groups. Social obligation is important in the community and mutual assistance is a guiding principle. Usually, general welfare is at the core of government and business activities and profit comes second. Ethnicity is as important as national identity and is a strong basis for relationships in the social order.  Most business will be done in Java with Javanese or Indonesians of Chinese descent but it is important to know other local ethnic groups as well since like elsewhere, ethnic groups tend to stick together.  Javanese are known for their subtlety and control of emotions and ambiguity may help saving face. They dislike saying “no” and will rather leave things unsaid or say “belum,” which means “not yet.” While it helps to understand how your Indonesian counterpart acts, it is equally important to be mindful of your behavior.

שפת גוף והתנהגות

התנהגויות ושפת גוף המקובלים במערב לעתים בעייתיים באינדונזיה. תהיה ער להתנהגות שלך בנוכחות אינדונזים. להלן מספר כללים:

השתמש ביד ימין בכל המגעים החברתיים והמנע לקבל /לקחת  או לתת דבר מה  ביד שמאל

תן לחיצת יד קלה/רכה

תרכין את הראש מעט כאשר אתה מקבל אורח או פוגש מארח

כשאתה יושב המנע  מלהצליב את הרגליים

יש להמנע מישיבה על שולחן או שולחן כתיבה

יש להמנע מלהראות את כף הרגל

כאשר אתה רוצה להצביע, תבציע באמצעות תנועת היד ולא באצבע

המנע מלגעת למישהו בראש או בגב

דבר ברכות, ללא כעס או אגרסיביות

תהיה עדין ואל תסתור למישהו או משהו שנאמר

הסבר דברים בבירור

כאשר אתה מוזמן לארוחת ערב, מקובל שהמארח משלם

בעת אכילה ו/או שתיה, אל תתחיל עד שלא הוזמנת לכך

המנע מלגלות חיבה בציבור

הרשה לממונים/בכירים להקדים אותך במעברים וכניסות

שאל אודות מצב משפחתי, אמונה, השכלה ונסיעות לחו”ל

המנע מלשוחח על פוליטיקה אינדונזית אלא אם הוזמנת לדבר על כך

יש לשים לב שאיך אתה עושה דברים עשוי להיות לא פחות חשוב ממה שאתה עושה

BODY LANGUAGE AND BEHAVIOR

Many western modes of behavior and body language are considered impolite in Indonesia. Be aware of how you act in the presence of Indonesians. Some general rules to follow:

  • Use your right hand in social encounters, avoid offering or receiving something with your left;
  • Give a soft handshake;
  • Slightly bow your head upon greeting a guest or host;
  • Avoid crossing your legs;
  • Avoid sitting on a table or desk;
  • Avoid showing the sole of your foot;
  • When pointing, use a generalized gesture of the hand;
  • Avoid touching someone’s head or back;
  • Speak softly, without anger or aggressiveness;
  • Be calm and subtle and don’t rebut something or someone;
  • Explain things clearly;
  • When invited to dinner, it is expected that your host will pay;
  • When eating or drinking, don’t start until invited to do so;
  • Avoid showing affection in public;
  • Allow superiors to precede you in doorways and at formal gatherings;
  • Inquire about family status, religion, education, and travel abroad;
  • Avoid discussing Indonesian politics unless you are invited to comment;
  • Be aware that how you do something may be as important as what you do.

קולוניאליזם, עצמאות ולאומיות

למשך יותר מ-300 שנה אינדונזיה הייתה קולוניה הולנדית. למרות הקשר ארוכת השנים עם תרבויות אחרות, אינדונזים הם עדיין עם של איים, כמו הבריטים והיפנים. התרבות המסורתית שרדה ומשגשגת. האינדונזים גאים מאוד במורשת שלהם ובמיוחד  בהתקדמות הרבה שהם עשו מאז זכייתם בעצמאות. עם זאת תקופת הקולוניאליזם השאירה משקעים וצלקות שטרם הגלידו. התקופות השונות של ההיסטוריה האינדונזית, החל מהתקופה הקולוניאלית, הכיבוש היפני ומלחמת העצמאות תרמו להווצרות אופי פרטני וגאווה של הדורות השונים בחברה. אלה כוללים את דור 1945 (לוחמי העצמאות), הדור של הסדר הישן (תקופת סוקארנו) והדור של הסדר החדש (תקופת סוהארטו).

COLONIALISM, INDEPENDENCE, & NATIONALISM

Indonesia was under Dutch colonial control for more than 300 years. Despite this long contact with outsiders, Indonesians remain an “island people,” like the English and Japanese. Traditional culture has survived and flourished. Indonesians are very proud of their heritage and especially the progress they have made since achieving independence, but not surprisingly, the colonial experience and the poor treatment of the indigenous population has had a lasting impact. The various periods of Indonesian history, such as colonialism, the Japanese occupation, and independence have contributed to shaping and maintaining distinct characteristics and pride of the various “generations” of society. These include the “1945 generation” (those who fought for independence), the “Old Order generation” (Sukarno era), and the “New Order generation” (Suharto era).
